If you have another tractor to pull the dead 400 with and if the 400's motor is not stuck, try this: Put the 400 into 5th gear and stick the TA into direct. Now pull the 400 forward and watch to see if the motor turns over. If it does, you know the main clutch is OK and that the TA works in direct. Now put the TA into low range, and with the tranny still in 5th, pull the tractor again - but this time pull the tractor BACKWARD. If the motor now turns backward, it says the TA is working. If the motor doesn't turn there's a problem with the TA low range. (You must pull the tractor backward here because the overunning clutch in the TA will simply overrun and won't turn the motor if you pull the tractor forward). Good idea also to cut that tree outta the back axle before you attempt this!
