Mike, that steel ring just slides onto the shaft, the spring has a 90 degree bend on the end of it that fits into a slot in the steel ring, so if you just lift up gently it should come right off. As far as rebuilding, if the magnet is strong and the coil good that just leaves points and condensor, not much to them really. check the timing marks on the gears inside the mag. hope this helps.
