560 Farmall - running real bad

I need a little advice from more "seasoned" Farmall guys. My tractor runs fine at idle, and up to about 1/5 (?) throttle. Above that, it misses, pops, and dies if I don't choke her. Now, I'm no mechanic by any means, but it seems she's starving for fuel. Flow into sediment bowl is steady, about 1/8" stream, and same into carbuerator bowl. Set high speed adjustment screw at 2 1/4 turns out. I've taken off the bowl and removed the float/needle/seat and sprayed carb. cleaner up in there, followed by compressed air. Anything else I can try. Can't really afford a real mechanic, but I've gotta do something. I can't mow, can't maintain the drive. May not be related at all, but on the backside of the manifold, there is a counterweight, attached to what appears to be some sort of what I'd call a butterfly valve, but the spring on the outside is rusted completely away (don't know for how long) and it doesn't really feel as if there's still a butterfly attached to the shaft through the manifold. Could this be the problem?
