Distributor or Magneto?

My A had been converted to 12 volts by the time I got it. The magneto was converted as well, but not sure if it was done correctly. The internal coil was removed, and a condenser was added in parallel with the original condenser. An external 12-volt coil is installed...without a resistor. The parts guy at my local IH shop told me yesterday that I need a resistor to keep the points from burning out. I have a 1944 A, and I asked the mechanics about timing it since I'm still not sure how to do it. They had never seen a Farmall with the timing mark on the flywheel...so needless to say, I didn't have confidence in anything they told me. I understand the static procedure described by several guys that have responded to my posts, but still wonder if it applies to my hybrid dist/mag. I have a spare mag that had been converted the same way as the one on the tractor, with one significant difference...it spins freely instead of snapping through each of the four spark positions. Seems that someone had purposely changed it to spin freely. When converting from magneto to distributor, should it spin freely or snap through the spark positions? Thanks for your help.
