John, you're on the right track but I think your distributor is installed a little offset. It is possible to remove and install it with the rotor pointing in the wrong direction.(been there, seen it, fixed it) Remove the whole distributor assembly and rotate the cam/rotor so that it is pointing in about the 2 Oclock position which you can see on the distributor cap is #1. (with #1 on TDC) reinstall and lock it down then go back to the static adjustment you were doing. Your A will fire right up and all the timing advance occurs in the distributor depending on engine speed.
