Governor Problems

My H doesn't respond to the throttle. Probably the governor? I've seen posts here that say to open the plate and look for broken spring. I did that and the spring is not broken. I don't know what to look for. I started the engine with the plate off, but oil came out so shut it off. The engine will start, but it's in the idle position and I can't speed it up so is hard to start now. Thanks for ideas. DH
