Dale - Here's a few things to try: 1 - With the governor cover off does the rockshaft move to stretch the spring when you advance the throttle handle? (It should...) 2 - Remove the sloped cover (the one with the vent tube to the head) located on top of the governor riser. With the throttle handle at idle you should be able to rotate the bellcrank inside with your fingers. Check also to see if the pin holding the riser link to the bellcrank is in place. 3 - If the above checks out, the only thing left is the connection between the horizontal bellcrank shaft (inside the tube between the governor riser and the carb). Loosen the connection at the carb and make sure the dog on the shaft is engaging the slot on the carb throttle shaft.
