Farmall H ---- hard to start

I just bought a '46 H It has rebuilt gen. and starter....I replaced the battery cables with new #1 cable....cleaned all connections....It turns over like it was 12v.....I think I need to learn the procedure it likes for starting.....first I set the throttle at 1/3rd ....I tried with no choke...it fired about 3 licks...I then pulled out the choke turned it 5--6 times nothing..stopped pushed in the choke tried to start ,cranked 15-20 turns 2 differen't times nothing....What combination do you H guy's use ? It has new CHAMPION plugs,I have heard bad things about them....what should I use ? Thanks for your help......Don
