Fix for rusted rim

Well I finally did it. After using my dad's H for 30+ years I bought a Super C of my own to mow with. The rims are rusted, especially at the valve stem. Is it possible to patch with a liquid steel product and then paint? The H also has rims that are bad. Is this because they are liquid filled?
