My 1st Farmall 300 question

1st of many many many I am sure.
I went out after work and tinkered for a bit. I took the sheet metal off. Jacked up one wheel.
The motor is stuck as many know. Here is what I found so far.
I drained the oil. It was full about 4 gals of water/ oil mix.
The #2 cylinder is full of water.
I see no water in the radiator.
So now I know it is stuck from water. I dont know if it stuck from coolant or from not having a rain cap on it.
What would be your next step or just your speculation?
