Won't Start After Rebuild

First off, this tractor has always been hard (impossible) to start in cold weather. I rebuilt the carb last summer, hoped this would help. Temps are in the 30s and 40s now, and it just will not catch. I just rebuilt the whole engine and TA in this SMTA over the winter, made sure the rings were 180 off each other. Adjusted the valve clearance at .017 cold. Used a timing light and #1 is dead on. Checked for spark in each plug against the head and I'm good there. Thought it might be starved for air so I disconnected the air breather for a while, no difference. It puts out a bit of white smoke while trying to start it, lots of white smoke with the choke pulled out. You can smell gas out of the manifold. Tried starter fluid in each cylinder, nothing. I have new plugs in it, Champion D21, same kind as when I bought it. Is there a better kind? I could just wait until June to try it again, but I'd really like to hear it run after all that work. Any thoughts are MUCH appreciated.
