400 diesel only two hydraulic levers

Dad has been looking at buying a 400 diesel without fasthitch, without power steering and with only two hydraulic levers. I thought all 400s had three valves. Why does this one only have two? The sheetmetal is in near perfect condition and the engine starts and runs good. The TA is also in good condition. Just wondering why it only has two levers. Which powersteeing should we look for, Behlyn or Char-lyn. How much should we expect to pay? I know not too many people like the diesel engine but Dad has wnated one forever and this sounds like the one. Thanks for all of your opinions.
