SuperA it started, but I need help.

After 7 months of restoration I finally got my 49 Super A back together enough to start it. It started right up I didn't even have to choke it, but from about half throttle up the engine surges terribly. If I hold the rod between the govenor shaft and the carb. the engine will run very smooth. During rebuild I changed bushings in the govenor etc., cleaned the weights. Everything in the govenor is tight and working freely. Please point me in a direction. My second concern is after only running the tractor less than ten minutes the engine sure got hot. You couldn't hold your hand on the head without burning it. I can't believe the paint isn't burning off. Radiator is recored etc. The top of the radiator is very hot and the bottom is cool so I am assuming the thermosiphon is working. How do I know it is working and is it normal for it to get that hot so quick??? I apologize for the long post, but you guys helped me more times than I can count since I started this project. Thanks again !!!!
