Need advice on Farmall 200 steering problem

I put this post out there for a freind of mine 2 days ago. I guess nobody saw it so I am posting it again. A freind of mine has a 1956 Farmall 200. It steers hard. Seems kind of catchy when you turn. Does anyone else have this problem? Any suggestions? He has taken the steering gear and worm gear out and have replaced the seals and re-assemled them. That did not help. The tie rods are new.
He would appreciate any help you guys can give.
