The ball valve is not a bad idea, but if there is any kind of rust or other crud in the tank, the crud will settle directly into the inlet of your ball valve and stop all fuel flow before the fuel can get to the inline filter. This is very annoying, I realize that you have cleaned you tank, and maybe even put the liner in it, but I will guarantee you did not get all of the rust out of it, I strongly suggest you stay with a sediment bowl and strainer screen, and find out why it is leaking and fix it.
