Stuck Fender Bolts

This may be a no brainer for most of you guy's, but I can't get the fender bolts off. Used lots of WD-40 let it sit awhile. Got one out then my impact wrench rounded off the edges on the rusted hex bolts. A size smaller socket won't fit and a proper sized one is too loose. Is there any special tool that may work? Can I use a torch on the axel without damaging the insides? Any help is appreciated.
