H lift-all drive dog problem still ????

I have posted here about my H lift-all drive dog problem before , got some good advise but I still (Think?) I have a problem. I replaced the Trans seal so I took off the drive dog on that side. I put the drive dog on hand tight with the drive dog shaft fitting snug in between the drive dogs. Start up the tractor, pull the lift-all lever (no cylinder that works) to tighten it up but it gets looser instead? To me it doesn't seem right that I can shake the drive dog shaft, I am thinking that it will wear out with the drive dogs. Should that shaft be kind of tight? Any ideas? Thanks.
