I am pretty sure that the plunger is stuck. If you run it on gas and open bleeder on a injector then open diesel up it should have diesel coming through. Every one I have worked on that had been sitting a while had the plunger stuck. You have to take the pump off to get it unstuck. What you need is the I&T shop manual IH-8. It's not that complicated if you read the manual. These pumps are easy to work on because they are pretty simple. I go to my local hardware store to replace the seals and o'rings.
