Could be the water pump impeller "driver" is broken or missing so the water pump is not turning. The driver is on the front of the fan hub - it 's the connection between the fan pulley and the water pump shaft that sticks out the middle of the fan hub. Look up there while you turn the fan blade by hand (may need a small mirror to see the end of the pump shaft). You should see the pump shaft turning with the fan. If not, you found your problem. If you find the water pump is OK the problem's gotta a plugged radiator.
