You have an oil bath air cleaner, no oil in the cup, you get dirt in the engine. With oil in the cup, the dirt is trapped at the bottom of the cup due to centrifugal force. You sure the float doesn't have a pin hole in it? Assuming your needle and seat are ok, the float is either set wrong, or is hanging up on the side of the bowl. Sometimes it is hard to completely stop the leak. If you "fix" it and it still drips, turn off the fuel when you stop the tractor, a small leak should stop with the tractor running.
