The Tractor Vet is right, you need to ajust the dump valve. Ajust clutch pedal free travel first, then the dump valve, then the transmission brake. Get a service manual, you can buy a I&T manual at your local farm store for about $20. The purpose of the dump valve is to release the hydraulic pressure that locks up the TA clutch. After you turned off the engine, hydraulic pressure dropped, and you were able to shift again. You could have pulled the TA lever towards you instead of turning off the engine.
