Governor on IH 140

Someone help me out. I cannot get this thing to idle less than 1000 rpm's. I have had the governor off and cannot find anything wore or broke so I replaced the nylon spacer in it. No help, I have adjusted the governor according to the manual, taken the bumper screw completely out of the governor and I still cannot get it to idle. The Idle screw on the carb is backed completly out so it is not something that simple. If I grab the linkage from the governor to the carb and pull on it with the engine running I can get it to idle but when I let go the rpm's go back up. I have checked all linkages and nothing is binding, the governor for some reason will not let it idle but I don't know what to the problem is. Everything looks good, but I am over looking something. Thanks for any input.
