I just had a similar problem on a 140 I put a new engine in, except it was idling at 1200-1300RPM! Same symptom, I could operate the rod from the governor to carb and it would slow down but had spring tension on it. You need to follow that adjustment proceedure in the manual. ie: with motor off, hand throttle wide open, and throttle valve on carb wide open (if I remember right that's rotated towards the back); remove and re-adjust the length of the rod from the governor to the carb so that it lines up with it's hole with no tension at all. Mine was 3/8" to 1/2" to long. Hope that helps, it did it for me. Stan(VA).
