when you first start the tractor cold remove the radiator cap and check for bubbles. you might have a blown head gasket and that would cause you to lose power and over heat at the same time. also the water level will drop some to. when you have the cap removed also check for curculation this will tell you if the thermosate is working and water pump is working. good luck
