Your test indicates the generator windings are probably OK. First thing I would do then is replace those brushes. The brush wires have to carry the full output of the generator. If the wires are in bad shape (have a lot of resistance), it'll cause the cutout relay to chatter. Good idea to install a new cutout too when you replace the brushes. Assuming the battery is in good shape and fully charged, and the generator and cutout are working correctly, a multimeter across the battery terminals should show: 6.2 to 6.3 volts with the engine off 6.8 to 7.5 volts with the engine running at max. RPM Hope this helps...
