140 Front axle square tube bolts

I am assembling the implements to a recently purchased Farmall 140. Thanks to Curt Cooke, I now know to hook my front blade up using the square tube passing through the axle housing and have found the square spacers with a hole in them for the shaft. Now I notice these bolts coming in at a 45 deg angle. Do I trap the spacers with these, sliding the spacers up against the bolts, or tighten the bolts down on the spacers? Is it better to leave the bolts a little loose or make sure that they are tight? I am sure these are simple questions to most of you, but I am hoping to avoid a dumb mistake/expensive repair. It would seem to me that the front blade will generate a good deal of load on this front housing. Thanks for helping out the new guy.
