IH/Cub Cadet Carb Problems

OK, I just picked this thing up and it turns over has good spark but no fuel seems to get to plug. I cleaned the entire carb but If I choke it, gas seeps out the outside of the carb. I tried spraying starter fluid in carb while starting and that did not even work! I believe it is a IH Cub Cadet 1440 or 1450 with 14 or 18 hp Kohler engine. Anyone have any idea what would keep the gas from getting to spark plug? It's got me baffled
