What am I missing!

I am so close to getting my little plow tractor running I can taste it, but I am puzzled once more. (Thanks Chris C. for clearing up my mystery about the steering box grease leak. It was the freeze plug.) I have taken off and cleaned my gas tank (where I found a nice piece of something blocking the fuel flow in the glass), taken off and rebuilt my carb., and now am getting no pop when I turn over my 300U. I am wondering if my good hearted helper may have moved the distributor and the timing is off. Fuel flow is there, and the carb does need adjusting, but I need it to start and run first. It has a new coil, wires, plugs, and ignition switch. Is there something I might have done with the governor when putting the carb back on? The throttle seems to be more springy. Any thoughts on what steps to take are appreciated very much!
