I'd agree that the threads are extremely dirty/rusty. Those holes have been directly exposed to 40 years worth of mud. There's no reason why they wouldn't be completley tapped. Don't get too worried, a 544 Farmall front end will bolt up to the bolster. I would worry about the stay rod bracket not matching up with the holes in the frame rails (although I'm 90% sure it does), and if you're planning on using the 560 hubs, you might find that they do not work, but those are just little problems.
