Is the clutch disengaging? Try starting it in gear with the clutch depressed. Be very carefull doing this as the tractor may lurch unexpectedly.
Another way to test is to tow it behind a truck in gear with the clutch down. If your not sure if the engine is turning let the clutch out a bit, if the puller labors more it's not the clutch.
