424 In-place Flywheel Gear Teeth Reconditioning

Is there any way of reconditioning starter teeth on a flywheel without splitting the tractor and replacing it. I noticed the bendix gear grind a bit before engagement and removed the starter. I've got about 1/8in wear on the flywheel and the teeth side surfaces are flat. I'd rather replace the flywheel when the clutch assembly needs work. The first thing that came to mind was using a dremel thru the access hole and "V" grinding the teeth edge. That will take some time for 200 or so teeth. I don't expect noticable out of balance for such small metal removal being careful to remove the exact same amount from each tooth. The tapered engagement part of the bendix teeth appear to be in good condition and I'm getting free movement on the shaft. I oiled the shaft a little. Is there a tool for this work? Thanks.
