Roosa-master fuel pump on 560

Can anyone tell me about how to stop fuel leaking from the little governor block on the bottom of the fuel pump on a 560 D. My local IH dealer sent me an oval gasket to put between the block and the pump, and now it leaks worse than ever, but surely this is not supposed to be metal to metal is it? The block is held on by one 12 point bolt about 3/8 diameter and it has an o-ring around it, but where it is leaking is right next to that where the stub shaft with the ball on the end sticks down out of the fuel pump. Any help would be appreciated.
