Yes, that is a resistor. It's purpose is to cut the 12 volts coming from the ignition switch down to 6 volts before the coil, so the distributor points don't get burned. Wardner is right about why yours fires once, when you push the starter button, the resistor is bypassed to put 12 volts directly to the coil for easier starting. If you just need to get the tractor back to the shed, just attach the wires that were hooked to the resistor together, but don't run it like that for more than a couple hours, or you will need to replace the points sooner than usual. You can get a new resistor at your local Case-IH dealership for right around $10.
