Advice below is a good place to start. No, the on off button should not affect the starter turning over. My SMTA had a rod that connected to a lever on the starter to push the starter switch. I converted it to a push button, with your setup you would need a solenoid, ford type and your push button would activate it, if you want to go away from the foot button. The starter should roll fast with the 12 volt unless there is a problem inside of it or poor connections. The heat you mentioned us usually due to a bad connection. Try suggestion below, if still no luck I would pull the starter off and take it to the rebuilder to get it checked at least.
