Doug – Sounds like either there’s a flow of fuel restriction into the bowl (junk in the sediment bowl or plugged carb inlet screen), or else there’s a blockage in the main metering jet/nozzle. Try removing the bowl drain plug. You should get a continuous, solid stream of gas from the opening. If not, check the sediment bowl and inlet screens. If you get good flow out of the bowl drain then look for something caught in the float needle. Also check for the float binding in the bowl and holding the float needle shut. The tranny input shaft seal can be replaced without splitting the tractor. The U-joint can be disassembled and the tranny half of the U-joint removed – the seal and retainer then slide easily off the shaft. While you are in there suggest also replacing the belly pump drive shaft seal at the same time. If it hasn’t begun leaking yet, it will the moment you get the input shaft seal fixed!
