SMTA How hard should it be to turn hydraulic gear?

I would like to know how hard it should be to turn the hydraulic gear with a 1/2 inch ratchet? I just changed the hydraulic hoses and I took the pump apart, the pump turns pretty easily until I tourque the plate bolts at 25 lbs behind the gear, then its really hard to turn. Is the pump just a good pump or should I put a gasket between the plate to take the pressure off of the gears inside the pump? I don't even need or use the hydraulics. Do you think that I could take out the little springs on the outside of the bearings?
