560 is hard to shift to neutral after hard pull...

Greetings... I can only hope someone out there has an idea of what's wrong with a 560 Gas Farmall. Whenever I stop after a mild to hard pull it's very difficult to almost impossible to get the transmission to shift into neutral even when the engine is turned off. The heavier the load the harder the shift to neutral until finally with a extremely hard pull it will not shift at all until the load is removed somehow. It's almost as if the clutch isn't releasing. Any other time the shifting seems just as one would expect. Any insight would certainly be appreciated. Note: The TA isn't functional. Thank you.
