The last time I read the rules for flying an American flag, I believe it said the President ( and possibly the governor) can authorize the flag to be at half staff (I can't find the rules, but they're probably on the net; the American Legion gave the rules sheet away here in town a while back). We had the local President of the County Board request half mast for a week after some local person died. Not correct according to the flag rules which are established by the feds!
