The reason is probably simpler than that. Check the throttle linkage under the hood beside the valve cover. There are two opposing springs on the rod that have the pin for the lever between them. These smooth out some jerky throttle movement. There could be enough play that the diagonal rod is not seeing a change. Or check the arms inside the governor housing. There are enough springs and such in the throttle system that a small enough movement will not make a change at the carb. This is usually the cause of why a tractor won't shut completely down to low idle without a quick snap of the throttle.
