International 464 diesel

I recently purchased a 1975 international 464 diesel, i paid 4500 for it and it only has 3000 hrs. it has a 3 point and a front loader, i was wondering... there is a small lever/pedel on the right side rear part of the footwell, could someone please tell me what this pedal is? it appears to be stuck now, but i just picked this tractor up today (5/13/04)i am also having problems with weight, when i load the bucket with dirt, i lose alot of traction, there is nowhere to put weight on the back, im open to suggestions. any other information/things to watch out for would be appreciated.
