I dont have my shop manual in the house but I just read this yesterday while working on my H The top bolt . put the throttle at idel and adjust the bolt so it just hits on the govener housing make sure the nut is good and tight. Spring should have no pressure on it at this time. Then pull the throttle all the back and adjust the bottom bolt so it just hits the housing. There is an adjustment at that elbow but I cant remember what its for at this moment. If this doesnt help maybe somebody else can pitch in. I do know this my Super M has a 4 weight govener in it and the H and probly your M has a 2 When I rebuild my H its going to get a rocket govener what a difference. JON
