Whats wrong with my 560 steering?

My wide front Farmall 560 road wonders terrible. The toe in is set proper (about 3/4 of an inch), the tie rods are tight, and steering knuckles are tight. The tractor has the short turn kit on it. How big a job is it to get into the steering box? The tractor is low hours so how could the gears be worn that much? Something has got to be wrong in that box. Nobody seems to know anything about it. Help------Thanks.
