Wayne If it steers easily, it could be the ball screw in side the bolster housing or the rack could need adjusting up to the bolster shaft the sleve the rack is in can be turned to adjust the rack and bolster if the rings on the rack are bad the oil could just be going by but I would thing it would steer hard. To get at this you need to remove the left side rail and the radiator. Make sure put stand under TA housing before you remove the rail.
