460 starter revisited

my 460 diesel continues to start after releasing the switch, or shorting across the solenoid. I had the starter rebuilt. Then I replaced the solenoid and still have the problem. I completely disconnected the s terminal and shorted across the terminals and it still continues to start. The release spring seems plenty strong. The flywheel is a little rough from the starter drive gear. I wonder if that will not let the drive release. Causing the solenoid to stay engaged.
