BN Almost Done (questions)

The original wiring uses a frame ground. Is this really reliable? Where does the Positive cable hook up? When I was cleaning the starter up, I took the band off to look at the brushes. It would appear that a paper material came off and desintigrated. Was I seeing things? Do I need to replace it...where do I get it? Thanks in advance
