Int 384 Diesel Problem

I have a friend that has an International 384 diesel that he is having a problem with. I don’t know anything about diesels and I have never even seen the tractor as he lives miles away. He is brush hogging with it and says that the tractor runs perfect on flat land and up hill, but when he goes down hill the engine over speeds (to the extent that he thinks the engine will blow)and he gets a lot of black smoke. Naturally, this is kind of dangerous here in WV’s rugged hilly land, not to mention that he is worried that it will throw a rod or worse. He talked to someone at a local tractor dealer and was led to believe that he needed to get the injector pump rebuilt. Anybody have any advice to give him that has experienced the same problem, a diagram of the pump or a source for a reasonably priced replacement pump? It sounds like some kind of governor problem but he says that after he gets off the incline it takes awhile for the engine to slow to normal and acts like the engine is flooding with fuel.
