I see the problem. Your engine is on its side. So everything is 90 degrees off. Looks to me like the single mark on the crank gear ON THE TOOTH and the single mark on the cam gear that is right next to the double mark (showing in the second picture) are both extra marks added by some back yard mechanic. Ignore them and use the original marks. In other words, the cam timing looks right to me.
Turn the engine to the position shown in the first picture and use the double mark to time the governor drive gear. Maybe some of the others will have a different view on it.
