Farmall 400 Diesel won't move

Hi, we have an old Farmall 400 diesel sitting out at our farm. My grandpa has owned it for many years and it was used to mow with up until about 4 years ago when the pto went out. The other day I decided to try to pull start it. I hooked up our old Farmall Super M to and tried to pull it but that darn old tractor wouldn't budge an inch. It will move in neutral but not in gear. Could somebody give me some ideas on what might be happening? Thanks Braxton
