666 weak hydraulics?

I've got a 666 with no 2 or 3 pt, but with a loader run off a single remote. Make of loader I don't know. Anyway, it seems to not have a bunch of oomph. It has one heck of a time lifting a round bale, it acts like it's really straining. Also every machine with a loader I've ever operated would easily lift its own front end off the ground, but this one won't budge it on the main lift, but it will via bucket tilt. That tells me the pump output is probably ok as is the relief valve. Any pointers on where to start looking? Is it possible the control valves are undersized? Is there a way to tell the flow rate on them, or would that matter?
