H generator info

Hey, I have an H and just put the drive belt on the generator and I have some preliminary questions. It should be a stock 6V system. The battery on the tractor now is useless, but it should suffice for some tests. I ran the tractor for a little bit, and was getting 9V or so at the battery (the battery only had about .7V), so it seems something was working. The first strange thing was that there is a jumper between the 'F terminal on frame' and the relay mounting screw. I removed it, and the voltage at the battery went down to about 3.5V. I don't see this jumper in the wiring diagram in the manual, so I'm not sure what to do with it. The other issue is that the switch doesn't seem to affect the charging rate. L or H settings seem about the same. I don't see any broken wires or anything, so maybe the switch is broken? It seems better then I was afraid it would be though. So how far am I from having a fully working system? Just one or two wires, or does something sound like its plain wrong? Thanks
